Key points
- BPJPH confirmed the 18 October 2026 implementation date in its 9 October statement.
- The applicable phase depends on the operator and product category; 2026 is not the first deadline for every abattoir.
- Review current certification requirements alongside the layout, equipment interfaces and operating brief.
Indonesia’s Halal Product Assurance Organizing Agency (BPJPH) confirmed on 9 October 2026 that the next mandatory halal implementation phase would begin on 18 October 2026 without postponement. For cattle and sheep slaughterhouse projects, the announcement is a reason to check the applicable certification route before finalising a facility layout or equipment order.
What the latest announcement confirms
BPJPH said the government was preparing special provisions for certain circumstances, including micro and small businesses and imported products. The announcement does not establish that those provisions are already in force. Review the official BPJPH statement of 9 October 2026 for the agency’s wording.
The dates depend on the operator and product category. Article 160 of Government Regulation 42/2024 sets different phases: the period for medium and large enterprises covering food, beverages, slaughter products and slaughter services ended on 17 October 2024; the corresponding micro and small enterprise period ends on 17 October 2026. Overseas products have a separate determination and international cooperation mechanism. The 2026 date should therefore not be presented as a first deadline for every abattoir or a uniform deadline for all exporters.

Connect the policy review to the facility drawing
The existing regulation addresses physical separation of halal and non-halal slaughter facilities, separate animal-entry and meat-exit doors, process areas, and equipment arrangements in Articles 7–9. It also addresses halal supervision and slaughter personnel in Articles 50 and 71. These provisions are existing requirements, rather than new equipment standards announced this October.
The following are project-planning suggestions based on those requirements. They are drawing and discussion inputs, not an approval decision:
- Mark the intended use of each area. Identify cattle or sheep handling, restraint, bleeding, dressing, inspection, chilling and dispatch on the proposed plan.
- Trace the routes. Show where animals enter, where carcasses and meat leave, and where people, tools and by-products move. Flag unresolved crossings for review.
- Record equipment separation and service interfaces. Describe the proposed cleaning, storage, maintenance and waste-handling arrangements, with open questions for the halal inspection body.
- Allocate operating responsibilities. Discuss personnel, documentation and review responsibilities alongside machine interfaces and site preparation.
Use our slaughterhouse layout planning guide to assemble the building information, then review the halal equipment configuration overview for the equipment discussion.
Prepare a brief before requesting equipment
A practical brief can combine the country and site location, species, intended output, operating hours, building dimensions and the proposed process route. Add a list of the certifier’s questions and identify who will provide civil works, utilities, refrigeration and operating procedures. Mark any pending approvals rather than treating them as settled design inputs.
For Indonesian cattle and sheep projects, share the same drawing revision with the equipment supplier and relevant local reviewers. Record comments and the decisions that affect restraint, rail connections, workstations and hygiene interfaces. Our Indonesia halal certification planning page provides related background; the current official sources below should be checked for subsequent changes.
Equipment selection alone does not establish certification status. Confirm the current application route and project requirements with BPJPH and the relevant halal inspection body before relying on a deadline or treating a drawing as approved.
Practical questions
Is 18 October 2026 the first halal deadline for every Indonesian abattoir?
No. Article 160 of Regulation 42/2024 distinguishes enterprise and product categories. The medium and large enterprise phase covering slaughter products and services ended in 2024. Check the phase applicable to your operation with the relevant authority.
Does buying halal slaughter equipment establish certification?
Equipment selection is one part of facility preparation. Certification also involves the applicable process, personnel and documentation review; an equipment order does not establish certification status.
